Call for paper


The WCO PICARD Conference is an international platform to foster dialogue between Customs and academic communities.

This year’s Call for Papers was disseminated in April 2021.

In accordance with the WCO’s theme for the year 2021 – “Customs bolstering Recovery, Renewal and Resilience for a sustainable supply chain” – the Conference is seeking original and evidence-based contributions from the following different perspectives:

  • Economic impacts of the COVID-19 pandemic and Customs measures;
  • Lessons learnt from the COVID-19 pandemic for Customs;
  • Data Analytics; and
  • Other topics of interest for Customs community, including emerging technologies and digitalization, the circular economy and a greener approach to economic recovery, security, integrity, border management and cooperation with border agencies

The Conference will take place either as a web-based event or in a hybrid format hosted in Brussels, Belgium, depending on the evolution of the global health situation. The format of the Conference will be announced by early November 2021.
