Programme Global Shield holds its first training course in Kabul, Afghanistan

From 28 to 30 May 2013, the WCO Programme Global Shield (PGS) conducted a national training course for Afghan Customs and law enforcement officers in Kabul, Afghanistan.

Thirty professionals participated in the training sessions. They were from the following agencies: Afghan Customs Department, Afghan Border Police, Afghan Ministry of Interior (MOI) Counter Terrorism Agency, MOI Counter Narcotics Police Afghanistan Precursor Control Unit, and MOI Transnational Criminal Investigative Unit. 

The course gave participants a comprehensive understanding of risk assessment processes for identifying diverted shipments and identification techniques for dual-use explosive precursor chemicals (as listed in the PGS Operational Plan), as well as of basic investigative techniques and preparation of prosecution files. In addition, all the participants received in-depth instruction on and hands-on experience of how to use the PGS chemical identification field test kit, developed by the WCO PGS team.
