13th CCC Meeting of the Central Asia Regional Economic Cooperation (CAREC) Program Commits to deepen Customs reforms

The 13th Customs Cooperation Committee (CCC) meeting of the CAREC was jointly organized by the ADB and the State Customs Committee of Kyrgyz Republic from 22 to 23 September, 2014 in Issyk-kul, Kyrgyz Republic. A number of high ranking officials including Deputy Minister and DGs from 10 CAREC countries – Afghanistan, Azerbaijan, People’s Republic of China, Kazakhstan, Kyrgyz Republic, Mongolia, Pakistan, Tajikistan, Turkmenistan and Uzbekistan along with the ADB, WCO and Japan (Donor), participated in the meeting.

The meeting was inaugurated by Mr Adamkul Zhunusov, Chairman State Customs Committee, Kyrgyz Republic. In his opening remark, he highlighted the need for modernization and simplification of Customs procedures and infrastructure development to meet major trade facilitation aspirations through cooperation and mutual support.

The WCO delivered the keynote address on behalf of the Secretary General. It urged the non-contracting CAREC member countries to accede the RKC and encouraged all the members to take necessary measures to make transit and border procedures more simple, efficient and cost effective, by using various WCO instruments and tools and its capacity building programmes.

Members discussed their current state of play, challenges, lessons learned and innovative solutions for future as well as shared their working experiences and practices, in particular on accession of the RKC, Authorized Economic Operator programmes, Transit, Coordinated Border Management and Time Release Study.

Members agreed to continue working on Customs harmonization and other cooperation initiatives and acknowledged the continued support provided by the WCO.
