Programme Global Shield Regional Operational Coordination Meeting held in Kazakhstan

WCO Programme Global Shield (PGS), in cooperation with INTERPOL, organized a PGS Operational Coordination Meeting (OCM) for Central Asian countries as well as Afghanistan, Pakistan and India. The meeting ran from 2 to 4 September 2014 and was hosted by the WCO Regional Training Center in Astana, Kazakhstan.

The event was officially opened by the Deputy Chairman of Customs Control Committee of the Ministry of Finance of the Republic of Kazakhstan, Mr. Ruslan Essengazy, the Deputy Director of the WCO’s Compliance and Facilitation Directorate, Mr. Leigh Winchell, and the Head of INTERPOL National Central Bureau in Astana, Mr. Merey Makulzhan.

High level officials and operational officers from Customs administrations, border security agencies and police attended the event and participated in the planning of the operation which will be conducted periodically during the coming year.

The organizers of the meeting took this opportunity to strongly advocate for a multi-agency approach to tackling the illegal diversion of explosive precursor chemicals and the threat of improvised explosive devices, and highlighted that no single nation or agency can address this threat in isolation.

The meeting was supported by experts from INTERPOL General Secretariat, UNODC Regional Office for Central Asia, Afghan National Police, Central Asian Regional Information and Coordination Centre for Combating Illicit Trafficking of Narcotic Drugs and the US Federal Bureau of Investigation.
