National workshop on Customs valuation in Cairo

With the cooperation and support of the United States’ Commercial Law Development Program (CLDP), the WCO held a Workshop on Customs valuation from 14 to 16 July 2019 in Cairo, Egypt.

Thirty officials from the Egypt Customs Authority (ECA) participated in the Workshop.  The three days’ programme consisted of refresher sessions on principles of the WTO Customs Valuation Agreement (the Agreement) and presentations on a number of key technical valuation topics such as Decision 6.1 of the WTO Committee on Customs Valuation, royalty and licence fees, and transfer pricing.

Also included in the programme were presentations on the initiatives taken by U.S. Customs and Border Protection (CBP) in the implementation of the Agreement, such as the approach to e-commerce goods and intangibles, formal structures for better communication with traders, as well as tools and methods to prevent and detect fraud in commercial documents.

Moreover, ten practical cases were presented by the participants and discussed by the group.  These cases highlighted the particular valuation challenges faced by ECA during the implementation of the Agreement.

As part of the programme of assistance to Egypt, two more workshops will be held subsequently to support ECA in the areas of Customs Valuation and Trade Facilitation.
