The WCO - Norad Project: 2012-2017

Expanding on an earlier cooperation project established in 2008, the World Customs Organization (WCO) and the Norwegian Agency for Development Cooperation (Norad) worked together on the project “Customs Capacity Building for WCO Members 2012-2017”. The project aimed at delivering technical assistance to seven Countries in specific areas of Customs operations:

  • Timor-Leste: HS Classification and Valuation. Assist the Customs to strengthen their revenue collection capacity through the implementation of improved practices and procedures. 
  • Liberia: Integrity and Performance Management (IPM). Assist with the implementation of an IPM program, develop an automated system module compatible with ASYCUDA and provide technical training. 
  • Mozambique: Risk Management and Training Policy Management. Strengthen the capacity of the Customs to facilitate trade and ensure collection of revenue through the application of risk management tools and techniques. 
  • Nicaragua: Authorized Economic Operator (AEO). Assistance to the Customs to implement an AEO program within a risk management framework and provide support with the completion of a Time Release Study. 
  • Rwanda: Integrity and Stakeholders Communication. The project supported the Customs to develop an integrity communication strategy.
  • Tanzania: HS Classification and Valuation. Support to the Customs to implement improved practices and procedures.
  • Vietnam: Customs Brokers and Stakeholders Consultation. Strengthen relationship and collaboration between the Vietnam Customs and Customs Brokers and other stakeholders.
