The Customs Capacity Building Diagnostic Framework has been prepared by the WCO to provide a standardized diagnostic tool and project design and implementation guide to improve the quality of capacity building initiatives in the Customs administrations of developing countries; promote the effective implementation of WCO, WTO and other trade and Customs-related Conventions, instruments, best practice approaches and useful reference materials that can assist in the development of capacity building solutions that are appropriate to the individual needs and operating environments of Customs administrations; and equip senior Customs officials with the detailed information necessary to more fully engage and lead discussions/negotiations with donor agencies and other government officials.
“ A Columbus programme phase 2 implementation tool” Over 100 WCO Columbus Programme diagnostic missions have been completed. The reports of these missions have provided the Organization with a deep insight into the development needs of the Membership both from a technical and a managerial viewpoint.

CLiKC! the WCO Training Portal gathers all training-related tools in a single portal. This website offers to the worldwide Customs Community a single entry point for WCO training activities and a collaborative portal to share and foster Customs knowledge.
To assist Customs administrations in evaluating their conformity with the FoS, the WCO Secretariat has crafted a Self-Assessment Checklist which provides a snapshot of the required elements contained in the Framework of Standards.
The WCO Project Map provides an overview of who is doing what in the capacity building area. All Project Map participants can browse the information to review the various projects that are developing, in operation, and completed. In particular, it assists those seeking donors for their projects. The Project Map thus provides donors with the necessary information so that resources are used effectively to the benefit of the recipient administration.
The aim of the Package is to assist administrations to secure support for reform and modernization. It does this by providing information with a clear picture of the modern Customs function, the vital part it can play in achieving national objectives and the necessity of investing in Customs.
