TFA Implementation Guidance

To support the harmonized implementation of the TFA by using core WCO instruments and tools, the WCO released an Implementation Guidance

Kyoto Communiqué

The Policy Commission issued the Kyoto Communiqué in December 2012 to highlight the importance of the RKC and of the ECP in the context of trade facilitation.

The Communiqué advocates, especially at the political level, the importance of Customs modernization for strengthening national economies through quality implementation of the RKC and the Kyoto Communiqué on the ECP.

Research Paper on The Contribution of Customs to Economic Competitiveness

To support the ECP and in response to a request from a WCO Member, this paper provides a brief survey of research that supports the notion that Customs contributes to economic competitiveness. The paper presents an analytical framework that Customs contributes to economic competitiveness through its trade facilitation, revenue collection, and social protection functions

Revised Kyoto Convention

The principles laid down in the Revised Kyoto Convention (RKC) are recognized as forming the core of the ECP and as the basis of all modern Customs procedures.  The ECP comprises the RKC, the RKC Toolkit and relevant tools.

ECP Instruments and Tools

The ECP comprises the existing WCO instruments and tools which contribute to economic growth. It includes various Conventions, Recommendations, Standards, Compendiums and Guidelines.

The ECP instruments and tools are divided into six areas:

ECP Toolkit and WTO Trade Facilitation Toolkit

The ECP Toolkit and the Trade Facilitation Toolkit show how the existing WCO tools fully support the implementation of all Customs-related measures in the WTO TF text.  Members are encouraged to promote and implement the RKC and the ECP as the major implementation tools for trade facilitation and also in support of the WTO TF negotiations.
