The HS is governed by "The International Convention on the Harmonized Commodity Description and Coding System", which was adopted in June 1983 and entered into force January 1988.
The 2017 Edition of the WCO Harmonized System Nomenclature (HS) entered into force on 1 January 2017. This is the sixth edition of this global standard used by over 200 countries and Economic or Customs Unions for classifying goods in international trade. The 2017 edition of the HS Nomenclature includes 5,387 six-digit subheadings (compared to 5,205 in the 2012 edition).
Previous editions of the WCO Harmonized System Nomenclature include HS 2012, HS 2007 and HS 2002.

Tools to assist with the classification in the HS
The interconnection table document contains the correlations between the Harmonized System and selected international conventions as drawn by the World Customs Organization Secretariat in collaboration with the Secretariats of the organizations administering the conventions or agreements set out below, in accordance with instructions received from the Harmonized System Committee.
