Strategic Planning Support to Chile Customs

At the request of Mr. Rodolfo Alvarez, Director of the National Customs Service of Chile, the WCO conducted a capacity building mission to assist in the development of a strategic plan for the period 2012-2016.

The Chilean administration and its management cadre have demonstrated a clear commitment and interest in developing and implementing a strategic plan that will guide the organizational development of the administration for many years to come.

In addition to the WCO diagnostic report and recommendations delivered in 2007, as well as other diagnostic recommendations issues by the IMF and other international organizations, the planning process addressed government and organizational priorities.

The planning support took the form of a workshop during which the management team and representatives from all key areas of the administration including the operation level, contributed to validating the Mission and Vision, and proceeded to identify the strategic objectives and key initiatives.
 

The plan will address five key areas for the development of the Chilean Customs administration, namely: legal and procedures framework, strategic management, human resources development, stakeholder relations, and compliance management. The plan will outline the strategic vision and priorities for implementation to build a Customs administration that can best meet the challenges of the 21st Century.

Two experts from the WCO Secretariat conducted the mission to Chile over the period 19-27 March and facilitated the planning workshop that resulted in the first draft of the strategic plan.

As the administration finalizes its plan, the WCO will continue to provide support at a distance. Plans are underway to support the administration as it moves forward with its modernization, based on the unique needs for external assistance.
