WCO supports the finalization of the SACU Preferred Trader Programme External Procedure Manual

The WCO SACU Connect Project, funded by Sweden, continues to supports the SACU region to establish a Regional Preferred Trader Programme (SACU PTP) that will meet both the national authorities and trade community’s expectations. The implementation of the SACU PTP is geared towards promoting traders compliance while improving trade facilitation and regional integration. With the support of the WCO, the SACU Customs Administrations have developed and adopted regional PTP Minimum Standards and Criteria, Mutual Recognition Principles and a SACU PTP Internal Procedure Manual to guide Member States in implementing their national programme.

In July 2016, the project convened a meeting of PTP Experts and National Project Managers from each member administration, in Johannesburg, South Africa to finalise the SACU PTP External Procedure Manual. The purpose of this manual is to provide guidance and information to the trading community on the standards and requirements that the Preferred Traders (PTs) are expected to achieve in order to participate in the SACU PTP. It will also ensure that alignment is maintained among the national programmes. During this meeting, which was facilitated by South African Revenue Service (SARS) PTP Experts, the SACU PTP Internal manual was also reconsidered to ensure alignment with the PTP External Procedure Manual and the SACU PTP Road map was revised to incorporate inputs from Member States. The SACU PTP Procedure Manuals together with the revised SACU PTP road map will be shared with relevant national and regional stakeholder after which it will be submitted for consideration and approval by the Steering Committee meeting scheduled for November 2016. The SACU PTP is considered as a strong basis for the role out of a fully-fledged regional Authorized Economic Operator (AEO) programme in the future.
