Afghan Customs Department (ACD) benefits from WCO support in defining its strategic plan for the period 2018-2022

In keeping with the outcomes of the September 2016 Diagnostic of the Afghan Customs Department (ACD), the WCO successfully delivered a Strategic planning workshop for the benefit of the ACD at the National Academy of Customs Excise and Narcotics (NACEN) in Faridabad, India on 22-26 May 2017. This workshop took place in the framework of the HMRC-WCO-UNCTAD TFA Capacity Building Programme and the tailor-made track of the Mercator Programme, aiming at supporting the effective implementation of the WTO Agreement on Trade Facilitation (TFA). This Programme is financially and technically supported by Her Majesty’s Revenue and Customs (HMRC) of the United Kingdom.  The main objective of the workshop was to assist the ACD in reviewing their current Strategic Plan for 2014-2018 and defining an Afghanistan-specific plan for the period of 2018-2022, taking into account trade facilitation imperatives and the unique social, economic and security circumstances in Afghanistan. 

Through facilitated discussions, the group of 13 ACD directors and leading officials were familiarized with the methodologies and benefits of strategic planning and the benefits of effective performance measurement. As an outcome of the workshop, a draft strategic plan with a strong TFA focus was drafted, including updated vision and mission statements, strategic objectives and key performance indicators.  ACD officials also strengthened their knowledge of WCO tools, instruments and standards in the field of strategic management and TFA implementation.
