Objectives: |
The World Customs Organization (WCO) is hosting a conference on the future of legislation in the United States requiring the 100% scanning of maritime cargo containers prior to loading. The event will take place at WCO headquarters in Brussels (Belgium) on 10 and 11 June 2008 and will serve as a platform for the international Customs and business communities to discuss the enormous implementation challenges that this new requirement poses worldwide.
This new United States legislation entitled “Implementing the 9/11 Commission Recommendations Act of 2007” must be examined in an attempt to understand the consequences of its implementation on global trade, the issue of reciprocity, and its impact on the WCO’s security and facilitation instruments and programmes: the SAFE Framework of Standards to Secure and Facilitate Global Trade; the revised Kyoto Convention on the Simplification and Harmonization of Customs procedures; and the Columbus Capacity Building Programme.
The Conference includes a one-day presentation from Le Havre University in France detailing analyses, from a macro and micro-economic perspective, on the impact of the new United States legislation on international trade.
Participants will obtain the most current information available on the efforts and challenges of international supply chain stakeholders to address the new cargo scanning issues. They will also be afforded a valuable opportunity to engage in frank discussions on the problems which the global trade community, port authorities and Customs administrations have to deal with in order to satisfy the requirements of the 100% scanning legislation. The knowledge gained during these sessions will provide invaluable insight and a better understanding of some of the dynamics that impact on today’s international trade environment. |
