Introduction:

The WCO PICARD programme was launched in 2006 to provide a framework for the cooperation between Customs and Academic world. In parallel, through PICARD, academic institutions have created the International Network of Customs Universities (INCU) and a rich vein of research in the field of Customs, generated through the International World Customs Journal.

So far the WCO in partnership with the INCU has finalized a set of PICARD professional standards for operational and strategic managers to meet the requirements of the new strategic environment. For the first time there is a clearly defined pathway to education in Customs matters. Customs administrations and related bodies, educational institutions and students of Customs matters now have international standards as criteria for curricula, recruitment and career development.

Now that the standards are set, the WCO has started the work on a scheme whereby qualifying institutions and graduates will become eligible for WCO recognition. Based on cooperative effort between WCO and its members and the academic community, simultaneous work continues on Customs research development.

Objectives:

The WCO, in partnership with the INCU and others, aims to:

  • encourage Academic Institutions and Customs Administrations to increase their co-operation in the field of Customs Education and Research by reviewing already existing Academic Research Material and Educational Programmes;
  • support the future activities related to this collaboration and 
  • promote the development of educational products and services and explore potential resources for funding.

The 2008 conference will focus on the following items:

  • The pilot projects based on the PICARD professional standards developed by the WCO together with the International Network of Customs Universities (INCU)
  • Recent Academic research and existing educational programmes and future research capabilities related to Customs
  • Research needs and areas identified by the Customs Administrations to assist them to achieve the strategic objectives
  • Increasing the knowledge and interest of the Donor organizations about the Academic Research Projects related to Customs
Participant profile-Who should attend?

The conference is intended for:

  • Senior Customs executives responsible for:
    • Human resource development (for setting educational standards)
    • Customs modernization strategies (for setting the research agenda)
    • International assistance programmes.
  • Universities and research institutions with an interest in Customs related research and education,
  • Trade executives and consultants
  • Representatives from Donor and other international organizations.
Registration:
  • Free for two delegates per Member only
  • Free for one delegate per University only
  • Free for one delegate per International Organization only
  • For all other delegates, a nominal registration fee of 500 EUR will apply on site
Registration fees will be charged at the venue in the beginning of the Conference. Please note that only the Chinese Currency RMB can be accepted as for the payment. At the time of printing the registration form, the indicative exchange rate was €1.00 = RMB 10.9269.
