Introduction:
The WCO PICARD programme was launched in 2006 to provide a framework for the cooperation between Customs and Academic world. In parallel, through PICARD, academic institutions have created the International Network of Customs Universities (INCU) and a rich vein of research in the field of Customs, generated through the International World Customs Journal.
So far the WCO in partnership with the INCU has finalized a set of PICARD professional standards for operational and strategic managers to meet the requirements of the new strategic environment. For the first time there is a clearly defined pathway to education in Customs matters. Customs administrations and related bodies, educational institutions and students of Customs matters now have international standards as criteria for curricula, recruitment and career development.
Based on cooperative effort between WCO and its members and the academic community, simultaneous work continues on Customs research development.

The 2009 conference will focus on the following specific issues:
  • Current and planned academic research activities of particular relevance to Customs and international trade, including those areas of research interest identified during PICARD 2008
  • The impact of the economic crisis on Customs and international trade
  • The impact of Regional Trade Agreements on Customs and trade, with specific reference to the proliferation of such Agreements
  • The impact of environmental protection on Customs and trade
  • Ongoing research needs and opportunities to address those needs.
A key aim of the Conference is to provide a truly global representation of the issues, and consequently it is intended to include presentations that represent diverse geographic views.
Call for papers:
Academics and practitioners are invited to submit proposals for papers that may be selected for presentation at the Conference and also for publication in the September edition of the World Customs Journal. Specifically, proposals are being sought for papers that address the impact of the economic crisis or the impact of Regional Trade Agreements on Customs and trade.
