Introduction:

The WCO PICARD Programme was launched in 2006 to provide a platform to promote the professional standing of Customs business and provide an ideal channel for cooperation between Customs, academic partners and other stakeholders carrying out Customs-related research.

A key aim of the annual PICARD Conferences is to promote high-level exchanges on Customs capacity building and professionalism, where participants are provided with an opportunity to interact with their government, commercial and academic counterparts from around the world.

The WCO in partnership with the International Network of Customs Universities (INCU) has developed a set of WCO Professional Standards necessary for operational and strategic Customs managers to meet the requirements of the new strategic environment. In addition, the WCO has established a process of assessing university curricula against the Standards.

Key themes
The PICARD Conference 2011 will focus on the following specific issues:

Co-ordinated Border Management

To facilitate dialogue on co-ordination among different regulatory authorities responsible for global trade within a national Customs territory, as well as co-operation between Customs administrations internationally, including risk management, trade facilitation, e-Customs/e-border management, and the like.
 
Performance Measurement of Customs Administrations

To identify a holistic approach to measure and benchmark Customs performance, including integration between the performance of regulatory agencies and other elements of supply chain performance.
 
Economic Security and Poverty Reduction

To emphasize the key role of Customs revenues in economies, in response to declining revenue collection caused by the global financial crisis and a general reduction in duty rates, including the use of effective tools and other capacity building solutions.
 
Integrity

To highlight Integrity as a prerequisite for effective Customs management, which may be actively promoted by the WCO and its Members in partnership with the private sector and other interested stakeholders.

In examining and analyzing these issues, conference participants will be encouraged to identify a range of solutions to address identified concerns, with a particular emphasis on capacity building, improving performance and research opportunities to address identified needs.

The PICARD Conference 2011 brings together Customs authorities, the academic sector, the broader business community, governmental and trade organizations.

• Senior Customs executives responsible for human resource development, Customs reform and modernization, integrity and other policy issues;
