Joint ICAO-WCO Regional Workshop on Air Cargo Security and Facilitation

On 28-30 April 2015, the International Civil Aviation Organization (ICAO) and the World Customs Organization (WCO) held a joint Workshop on Air Cargo Security and Facilitation at the ICAO Regional Office in Bangkok (Thailand) with the financial support of the Japanese Customs Co-operation Fund and with the assistance of the WCO Regional Office of Capacity Building and the ICAO Asia and Pacific Regional Office.

The Workshop was attended by 58 participants representing Customs and Aviation Security authorities from 28 countries, as well as representatives from the International Air Transport Association (IATA) and the Asian-Pacific Postal Union (APPU). 

As a part of the joint ICAO/WCO Joint Action Plan the Secretariats of both Organizations cooperated to design this pilot workshop aiming at bringing together experts and stakeholders in the respective fields of Customs and civil aviation air cargo security. During the workshop the participants examined the international air cargo security supply chain and its governing rules and standards.  The workshop also provided participants with the opportunity to share experiences and identify synergies in Customs and civil aviation air cargo security processes with the aim of identifying areas for enhancing existing security provisions while facilitating legitimate flows of goods of the air cargo industry.Participants were also invited to share knowledge, experiences and perspectives obtained from their participation in the workshop with their respective national authorities and airport level operators upon their return to their home countries.

Participants of the workshop overwhelmingly welcomed the initiative and opportunity to explore avenues for enhancing cooperation between the relevant agencies and achieving mutual objectives. ICAO and the WCO will examine in detail the outcomes of the workshop to determine potential further developments of the programme, workshop materials and methodology and possibilities to deliver future workshops also in other regions.
