May 2009 - WCO workshop under the SACU regional Economic Development Programme
For the benefit of a better trade climate and higher regional integration the Customs services of the Southern Africa Customs Union –SACU- have committed towards the common implementation of a regional Economic Development Programme. Having agreed upon a regional Customs reform strategy the SACU region developed Terms of References for programme implementation in 6 core areas. National Project Mangers have been nominated in all SACU Members who are dedicated to this reform programme.

May 2009 - An important meeting of the WCO-EAC Project Steering Committee
The WCO-EAC Project Steering Committee (SC) which is comprised of the heads of Customs of the five East African Community (EAC) countries (Burundi, Kenya, Rwanda, Tanzania and Uganda), the EAC Secretariat, the Regional Programme Manager (RPM), ESA-ROCB, WCO and SITPRO representing the business community, met for the third time on 11 May 2009 in Kampala (Uganda).

April 2009 - Enhancing Training and Capacity Building in Moldova and Ukraine owed to an operational liaison with the EUBAM
The WCO Capacity Building Directorate has welcomed from Monday 27th April to Wednesday 29th April 2009 a Study trip on Training Capacities Development of Customs representatives from Moldova and Ukraine. This 3-day working session of Training and HR managers has been made possible owed to the support and coordination of the EUBAM (European Union Border Assistance Mission).

April 2009 - Installation of the e-learning programme within the Mombasa RTC
A workshop was held from 6 to 9 April 2009 at the Regional Training Centre (RTC) based in Mombasa, Kenya. The purpose of this workshop was to install the WCO e-learning programme on the RTC’s computer infrastructure, to train the Centre’s staff in its use and to prepare for the next stages of the roll-out.

April 2009 - A very successful last meeting of the HLWG
On 15-16 April, a total of 47 delegates representing 30 Customs Administrations and observers from the private sector and academia gathered at the WCO Headquarters to attend the High Level Working Group meeting on Capacity Building, training and technical assistance.

March 2009 - Customs Modernization Advisors accreditation workshop
After the accreditation workshop delivered for Asia-Pacific region in India in February 2009, the WCO organized a similar accreditation event at the Secretariat in Brussels from March 16 to 20, 2009. This event was open to English-speaking experts from member administrations in the Europe region. Eleven participants from 9 different Customs administrations in the Europe region attended the workshop.

March 2009 - Workshop on AEO programme, Central America
On March 16 - 18, 2009, the World Customs Organization (WCO), the US Department of Commerce’s International Trade Administration (USDOC), and the Servicio Nacional de Aduanas de Costa Rica developed, coordinated and hosted a workshop in San José, Costa Rica for the five Central American Customs Administration and the Dominican Republic Customs Administrations and private sector representatives.

March 2009 - Director visiting the ROCB in the Asia Pacific region
On March 5th, the Director of Capacity Building. Mr. Lars Karlsson, visited the Regional Office of Capacity Building (ROCB) for the WCO Asia Pacific region in Bangkok. March 2009 - The WCO PICARD Conference 28-30 September 2009
The WCO PICARD Conference will be held 28-30 September in Costa Rica. Academics and practitioners are invited to submit proposals for papers that may be selected for presentation at the Conference and, in relation to papers that address the impact of the economic crisis on Customs and international trade, for possible publication in the September edition of the World Customs Journal.

January 2009 - Director visiting the ROCB in the WCO East and Southern Africa region
On January 26, the Director of Capacity Building. Mr. Lars Karlsson, visited the Regional Office of Capacity Building (ROCB) for the WCO East and Southern Africa region in Nairobi. During the visit, Mr. Karlsson, discussed the planning of various Capacity Building programes and modernization activities for the region with the Director of the ROCB, Mr. John Bisonga. The Director also met and talked with all of the staff of the office.

9 to 11 January 2008 – OECD conference in Cape Town
 
The Director of Capacity Building, Mr. Lars Karlsson, was invited to the 4th Meeting of the OECD Forum for Tax Administrations (FTA) in Cape Town. More than 150 delegates from 45 countries participated in the conference, that was very well organized by OECD in close cooperation with the South African Revenue Service (SARS). The opening speech was addressed by the Finance Minister of the Republic of South Africa, the honourable Mr. Trevor Manuel. Some of the topics during the conference were achieving improved compliance, risk management, international cooperation and capacity building in the tax area. The Director, Mr. Lars Karlsson, made a presentation on the WCO experience of introducing new models for capacity building.

12 December 2007 - Meeting with EEC

One of our close donor capacity building partners is the Euroasian Economic Community (EEC). The partnership is based on a Memorandum of Understanding agreement and there is close cooperation on implementation of the SAFE Framework of Standards in the EEC region (Russia, Kazakhstan, Tajikistan, Kyrgistan and Uzekistan) [CHECK THE COUNTRIES]. The two organizations now discuss a further and deeper cooperation to speed up the implementation process in the region. The plans are to develop and design a common action and modernization plan for the SAFE Framework of Standards implementation with the aim of preparing the region for further steps towards a customs union. Representatives from the two organizations met in Almaty to continue the dialogue.
 
 
10 December 2007 - Meeting the Malaysian DG

The Director of Capacity Building, Mr. Lars Karlsson, had an opportunity to welcome and invite the Director General of Malaysian Customs, Mr. Dato' A. Rahman who visited Brussels, to a follow-up discussion in relation to our common capacity building activities in Malaysia under the Columbus programme We have met many times and under the strong leadership from the Director General, Malaysian customs has delivered some amazing results over the last years. Another topic during the meeting was the latest developments in the field of integrity, an area where Malaysian Customs are one of the world leaders. Malaysia is also the present chair of the WCO Integrity Sub-Committee.
 

6 -9 December 2007 - Policy Commission

Capacity building was one of the main topics during the WCO Policy Commission meeting in Almaty, Kazakhstan. The Director of Capacity Building, Mr. Lars Karlsson, made a presentation on the key mechanisms for implementation identified during the programme and progress within the capacity building area. 45 countries have entered the implementation phase of the programme and the Director presented the results of the programme from two of the pilot countries in the Central Asian region, namely Kazakhstan and Mongolia. Both these countries have been pioneers within the Columbus programme and there are amazing results within a numerous of fields in both countries. The meeting was very well organized by the Kazakhstan Customs Control Committee.
 
 
 
November 2007- Libyan Diagnostic Study
A Columbus Phase 1 Diagnostic mission was conducted in Libya between 3 and 15 November 2007. The Secretary of the Management Committee of the Libyan Customs Administration, Dr Amer Edlew, said that, although Libya had already drafted an ambitious Strategic Plan (2008-2012), the recommendations of the WCO mission would be vital to ensure effective implementation. The WCO team, Alan Hall from the WCO Secretariat and Ian Cremer from the Her Majesty’s Revenue and Customs, UK, inspected several Customs facilities and interviewed a wide range of stakeholders. A summary report was presented to Dr Amer prior to the end of the mission.

November 2007- Regional mission for the E-Learning Programme
A mission following up the installation of the WCO E-Learning Programme took place from 6 to 9 November 2007 at the WCO Regional Training Centre in Moscow (Russian Federation).

The purpose of the mission, led by Hélène Caux and Thibault Hermes from the WCO Secretariat, was to install the most recent developments (such as the CITES and Transfer Pricing courses). It also afforded an opportunity for technical and organizational preparations with a view to translating the Programme into Russian and making the E-Learning Platform available at regional level. This work will shortly be initiated by teams from the RegionalTraining Centre, housed in the Russian Customs Academy.

30 October 2007 - Phase Two is on the way in more than 40 countries!

We are now in the middle of the Columbus Implementation phase (Phase Two). Over 40 countries have entered the implementation phase after action planning based on the recommendations from the diagnostic needs assessment findings. A number of implementation pilots are on the way and will create an experience on key dynamics and mechanisms on how to successfully implement international standard processes for customs and trade.
 
 
29 October 2007 - Building regional capacity

The WCO has now established five Regional Offices for Capacity Building (ROCB). The ROCBs will have a key role in implementation and they are now established in the Asia Pacific region (Bangkok), the East and Southern Africa region (Nairobi), Northern Africa, Near and Middle East region (Abu Dhabi), the West and Central Africa region (Abidjan) and the Americas and Caribbean region (Buenos Aires). You can find the contact information to the ROCBs on the WCO website under the Capacity Building subsite. Progress is being made in establishing also a ROCB in the only remaining region, Europe. The ROCBs will be coordination hubs for capacity building in the regions and together with the Vice Chairs these offices will be in charge of the capacity building agenda for each region.
 
 
28 October 2007 - PICARD programme in pilot mode

The Picard Programme, the WCO’s partnership with academic institutions to advance Customs academic research and professionalism, is being further integrated into phase two of the Columbus Programme. Working with the International Network of Customs Universities (INCU) and WCO Members, the WCO has developed the first international standards of recognition for Customs-related education. It is intended to provide WCO acknowledgment to qualifying curricula and graduates. The piloting phase with several PICARD universities will start at the beginning of 2008. The preliminary results from these pilot projects will be presented at the next Picard conference in 2008. The Picard strategy for management development training will be finalized and published by the end of 2007. Identification of partner institutions is in progress. This will help provide the much needed business management skills identified as a requirement during phase one of the Columbus Programme. In parallel, through PICARD, academic institutions have created the International Network of Customs Universities (INCU), and a rich vein of research in the field of Customs, generated through the World Customs Journal. The second issue of the World Customs Journal was published in October 2007 with the theme of Supply Chain Security. Already 29 universities or other institutions with Customs-related activities have joined INCU since its establishment in 2005.
 
 
27 October 2007 - Lifelong learning

The WCO learning platform is under strong development to become a powerful platform for sustainable lifelong learning support of the WCO capacity building agenda. One of the key components of the learning strategy is the development of the modern cost-efficient e-learning platform. Here is the latest news on e-learning modules, the Transfer pricing module is under development in cooperation with the OECD, the CITES module is to be finalized before the end of this year and the module on Rules of Origin is under development. The next roll-outs in the e-learning implementation plan will be Malaysia, Serbia, Philippines, Macedonia and Moldova. We will also launch a three month e-learning session for 400 Ecuador Customs staff from the Brussels' platform. The e-learning modules have been translated into Spanish, which will be very important for capacity building initiatives in the Americas and Caribbean region. Several train-the-trainers workshops are planned for the following 12 months as well as training work shops for the private sector.
 
 
26 October 2007 - New Fellows join the WCO Customs family

The WCO Fellowship Programme is a management development programme, and key part of the capacity building agenda, that was established in 1985 and 46 programmes have been held successfully to date. The WCO arranges two sessions each year, one held in English, the other in French. More than 500 officials from 100 developing countries have benefited from this Programme.

18 October 2007 - Meeting BASC

Today the Director of Capacity Building, Mr. Lars Karlsson, met with Mrs. Meyra Hernandez from BASC to talk about cooperation introducing Columbus programme pilot projects for implementation of AEO programmes in Latin America. Mrs. Meyra Hernandez is a member of the WCO Private Sector Consultative Group (PSCG) and the cooperation with the private business sector is one of the vital key components of the WCO capacity building strategy.
 
 
16 October 2007 – Discussions in Madrid

The Columbus programme has so far been a great success in many parts of the world. One of the most active regions is the Americas and Caribbean region. One of the challenges for this specific region in relation to the second phase of the WCO Columbus capacity building programme is the need for Spanish speaking experts and the ability o deliver capacity building in Spanish. During a visit to Madrid, Spain, the Director of Capacity Building, Mr. Lars Karlsson met with Director General of Spanish Customs, Mr. Nicola Bonilla and his management team for discussions about support for the Columbus programme in Latin America. The meeting was very positive and successful. Further support from Spain for the Columbus programme phase 2 in the Americas region was agreed and the Spanish customs administration will very generously supply Spanish speaking officers from different competence fields to the WCO pool of capacity building experts.
 
 
11 October 2007 – meeting with Australia Customs Service
 
Australian Customs Service (ACS) is another administration within the WCO membership that has a active history in the field of capacity building. In Queenstown, the Director of Capacity Building, Mr. Lars Karlsson, met with the top management of ACS, the CEO Mr. Michael Carmody and the Deputy CEO Mr. Neil Mann, to talk about a range of issues in relation to the WCO capacity building agenda and the Columbus programme. A very positive meeting about further cooperation within the WCO capacity building agenda. Australia has agreed to nominate officers to the WCO pool of capacity building experts.
 
 
11 October 2007 - Meeting with the New Zealand Customs Service

During the visit to New Zealand, the Director of Capacity Building, Mr. Lars Karlsson, met with the Comptroller of the New Zealand Customs Service (NZCS), Mr. Martyn Dunne and his head of International Affairs, Mr Richard Bargh. The meeting was arranged to talk about capacity building in the pacific area, cooperation with one of our main partners the Oceania Customs Organization (OCO) and other similar initiatives. The NZCS is an active and very well respected partner in the Columbus programme. New Zealand has agreed to nominate officers to the WCO pool of capacity building experts.
 
 
10 October 2007 – Conference in Queenstown, New Zealand

One of the themes of the 2007 annual CFCBA conference that was held in Queenstown on the south island of New Zealand, was capacity building and implementation of international standards. The Director of Capacity Building, Mr. Lars Karlsson, was invited as a guest speaker on the conference. The presentation of the Columbus programme and the WCO capacity building agenda and the implementation of the SAFE Framework of Standards was very well received by the audience at the conference.
 
 
27 September 2007- USCBP

Today the Director of Capacity Building, Mr. Lars Karlsson met with Assistant Commissioner Michael Mullen and Ian Saunders at the US Customs and Border Protection (USCBP) headquarters in the Ronald Reagan building in Washington D.C to talk about the implementation of the SAFE Framework of Standards and common initiatives in the second phase of the WCO Columbus capacity building programme.
 
 

27 September 2007 - Meetings with the donor community in Washington D.C

The WCO has close cooperation with a number of international institutions in the field of Capacity Building. During a visit to US the Director of Capacity Building, Mr. Lars Karlsson, met with representatives from the World Bank, the International Monetary Fund (IMF) and USAID to talk about on-going cooperation and new projects.
 
 
26 September 2007 - A pioneer Columbus phase 2 workshop

One of the most important components of the WCO Capacity Building strategy is to build a pool of accredited capacity building experts that can support the implementation of the second phase of the Columbus programme. On the 26th to 28th the first Columbus programme phase workshop to accredit implementation experts, in this case in the area of strategic management were organized in Ottawa by the WCO in cooperation with CBSA. The first workshop was organized for managers from CBSA and USCBP. The workshop was conducted by the Deputy Director of Capacity Building, Mr. Joe Kelly and it was a great success. The WCO will during 2008 organize a number of similar workshops around the world to develop the pool of accredited experts in different competence areas matchmaking the needed skills and competence needs that have been identified during the first diagnostic phase of the Columbus programme. These areas are documented in the WCO trends and Patterns report 1 and 2.
 
 
25 September 2007 - Discussions at CBSA headquarters in Ottowa

During the visit to CBSA the Director met with Vice President Mary Zamparo to talk about enhanced cooperation on the WCO capacity building agenda and also about common activities in the WCO America and Caribbean region. The discussions were very positive and Vice President Zamparo underlined that CBSA will continue to be a strong and active participant in the Columbus programme.
 
 
25 September 2007 - Meeting with CIDA

During a visit to Ottawa, Canada, the Director of Capacity Building, Mr. Lars Karlsson met one of the key donor partners within the Columbus programme, namely the Canadian International Development Agency (CIDA). At the CIDA headquarters the Director met with people from the CIDA America and Africa desks as well as with people from other parts of headquarters for strategic partnership discussions.
 
 
24 September 2007 – The Director visits Canada and the CBSA Learning Center in Rigaud

During a visit to Canada, one of most active donor countries within the Columbus programme, the Director of Capacity Building, Mr. Lars Karlsson, visited the Canada Border Service Agency (CBSA) Learning Centre in Rigaud, Québec. The CBSA learning center is very impressive and during the study visit several meetings were held to discuss how the long and widely acknowledged Canadian experience from learning, training and HR development can be used in the WCO Capacity Building agenda.
 
 
18 September 2007 – Meeting with the new Director General of Serbia Customs

Today the Secretary General and the Director of Capacity Building met with the new Director General of Serbia Customs. Serbia is one of the leading pilot countries under the Columbus programme and was among the first to enter the second phase (implementation) of the programme.

5 September 2007 – Visit to the WCO MENA Regional Office for Capacity Building (ROCB) in Abu Dhabi

Today the Director of Capacity Building, Mr. Lars Karlsson, visited the new WCO Near and Middle East and Northern Africa region (MENA) Regional Office for Capacity Building (ROCB). The ROCB is located in Abu Dhabi in UAE but works for the moment from Dubai. The office, which is the third in the world to be established in the new WCO regional structure for capacity building, is now up and running and it is making great progress. During the meeting the Director had discussions with the head of the Office, Mr. Al Aqroobi, about the capacity building activity plan for the next year and other related issues. The meeting was successful and led to an agreed proposal on future developments for the office and the region.
4 September 2007 - Meeting the UAE Director-General

During the visit to the MENA region the Director met with the Director-General of the United Arab Emirates Federal Customs authority, Mr. Mohamed Al Mehairi in Dubai. During the meeting they discussed upcoming capacity building activities in the UAE under the Columbus programme. It was a successful meeting and the action plan for UAE is now taking shape.
3-5 September 2007 – Director visits the WCO North Africa, Near and Middle East region (MENA)
 
In the beginning of September 2007, the Director of Capacity Building, Mr. Lars Karlsson, visited the WCO North Africa, Near and Middle East region (MENA) to talk about the WCO Capacity Building agenda and the second phase of the Columbus programme for the region.
October 2007- Co-operation with European Commission:
Nomination of a WCO Coordination Unit at European Commission DG TAXUD

There is a strong interest to foster co-operation with the European Commission upon a common approach towards assistance in customs modernization and establishment of regular information on strategies, data and experience.

The establishment of a new unit dealing with WCO co-operation at the EC Directorate General Taxation and Customs Union (TAXUD) is an essential step forward in this process since it will facilitate a close liaison with DG TAXUD in future.
The new unit is part of “International bilateral agreements and multilateral organizations” unit which is headed by Mr. Peter Kovacs.

During the Global Dialogue on Capacity Building Donor Conference in South Africa in April 2007, participants from international institutions, development banks, development agencies and other donor institutions confirmed the value of the WCO holistic approach to capacity building and expressed an interest in co-operation with WCO in this concern.

On 5th October 2007, the Faculty of Economics, University "Ss. Cyril and Methodius" (FE), Skopje and the World Customs Organisation (WCO) signed a Memorandum of Understanding in Brussels with the aim of promoting co-operation in the development and provision of world-class Customs training, education, capacity building and research under the PICARD programme.

September 2007 - Iran: Columbus Phase 1
At the request of the Deputy Minister of Economic Affairs and Finance and President of the Islamic Republic of Iran Customs Administration (IRICA), Mr M H Rahbari, a WCO diagnostic study team conducted an intensive interview and inspection program between 1 and 13 September 2007. The team, noting the developments currently under way, assessed the present status of IRICA and made recommendations in relation to the implementation of the SAFE Framework of Standards.

May 2007 - Kazakhstan: Columbus Phase II
 
After the Phase I diagnostic mission in November 2006 the WCO has worked actively with the Customs Control Committee of Ministry of Finance of Republic of Kazakhstan to assist them in their Customs Reform Programme. The current reform programme for the years 2007 – 2009 is waiting for the governmental adoption and the decision is expected to be reached by the end of May 2007.
