The Capacity Building Directorate is organised to provide a consultancy and project development service which supports the strategic development of Members. It is also responsible to provide the support development training.

In order to carry out these roles it is organised in three main functions:

Policy

 
Working with other areas of the Secretariat, the Capacity Building Committee (1st session: 27-29 September 2010), the Regional Vice Chairs and Regional Offices for Capacity Building, to develop capacity building strategies and policies for agreement by the Members through the Policy Commission and Council. Policy development is also supported by a research function and a donor management function. The key members of the directorate in policy development are the Regional Contact Points.
 

 

Development

 
The development of organisational development tools and services, and the development of training products and services which support the polices agreed by members. Organisational development tools and services are produced by consultantcy staff when not engaged in missions. Training products and services are developed by a specialist blended learning team, and a PICARD manager who works with a network of global Universities
 

Delivery

 
Delivery is carried out by Secretariat Staff support by the regional infra structure and pools of experts from Members developed and acredited by the Capacity Building Directorate. This function also is resposible for the management of the Regional Offices for Capacity Building, the Regional Training Centres and the WCO E-Learning platform.
