Regional Seminar on the HS basic interpretation rules was held from 12 to 16 April 2010 in the WCO Regional Training Center in Baku, Azerbaijan. Some 30 participants representing 16 customs administrations of the WCO Europe region used that opportunity in order to exchange the best practices related to the administering and applying the HS based tariff nomenclature, tariff classification, risk management in the HS area and other HS related customs matters.

Certain HS classification technics and approaches discussed during the seminar could be implemented in the day-to-day work of the profile divisions of the national customs services, which will contribute to the uniform interpretation and application of the HS Nomenclature provisions by the administrations of the region.

The matters dealt with during the seminar has the utmost importance in the view of the implementation of overall WCO strategies aimed at improving global trade facilitation and supply chain security.

That seminar is already the second event having the HS profile organised in the RTC Baku by the World Customs Organization in co-operation with the State Customs Committee of Azerbaijan Republic and with the finance support of the SSF Japan.
