RECOMMENDATION OF THE CUSTOMS CO-OPERATION COUNCIL
CONCERNING LIGHTERS CARRIED BY LASH (*)
OR SIMILAR-TYPE VESSELS (**)

THE CUSTOMS CO-OPERATION COUNCIL,
DESIRING to facilitate international trade and to take account of technological advances in the carriage of cargo;
CONSIDERING a possible need for Members to adapt their Customs procedures to facilitate the utilization of lighters carried by LASH and similar-type vessels used as an independent means of transport in international traffic;
RECOMMENDS that Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions apply to such lighters, whether or not loaded, a temporary admission procedure free of import duties and taxes with a minimum of Customs formalities and, insofar as possible, without Customs documents or security;
REQUESTS Members who accept this Recommendation to notify the Secretary General of their acceptance, of the date from which they will apply the Recommendation, and of the conditions of its application. The Secretary General will transmit this information to the Customs Administrations of Members.

(**) Procedure whereby cargo is stowed in lighters or barges which, in turn, are loaded aboard and carried by ocean-going vessels from which they are subsequently discharged for independent movement to places of discharge of the cargo.
