DESIRING to facilitate the temporary admission of special equipment such as measuring instruments, heavy-duty fire extinguishers, securing equipment, emergency lamps, markers to restrict public access to the danger area, gas-masks, decontamination materials, radio-telephones, etc., carried in vehicles used for or in connection with the transport of radio-active materials and intended for the prevention of accidents or for use in the event of a breakdown or accident,

CONSIDERING that the Customs Convention on the temporary importation of commercial road vehicles (Geneva, 18 May 1956) provides for temporary admission for all commercial road vehicles and all trailers which can be coupled to such vehicles (whether imported with the vehicles or separately), together with their spare parts and their normal accessories and equipment, when imported with the vehicle,

CONSIDERING that it is appropriate to regard the equipment in question as normal equipment, within the meaning of definition (b) of Article 1 of the said Convention and that under Article 10(3) thereof the normal equipment of vehicles need not be specially declared on the temporary importation papers required for the vehicles,

TAKING NOTE that many Members no longer require temporary importation documents for commercial road vehicles,

RECOMMENDS that Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions, who are Contracting Parties to the said Convention should consider the equipment in question as normal equipment within the meaning of definition (b) of Article 1 thereof,

1. not require any importation documents for the equipment in question whether or not documents are required for the temporary admission of the vehicles;

2. not require, where importation documents are still required for the vehicles, that the equipment in question be specially declared on such documents,

REQUESTS Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions which accept this Recommendation to notify the Secretary General of the Council of the date from which they will apply the Recommendation and of the conditions of its application. The Secretary General will transmit this information to the Customs administrations of all Members of the Council. He will also transmit it to the Customs administrations of the members of the United Nations Organization or its specialized agencies and to Customs or Economic Unions which have accepted this Recommendation.
