RECOMMENDATION OF THE CUSTOMS CO-OPERATION COUNCIL
CONCERNING THE ADOPTION OF A STANDARD FORM
OF CERTIFICATE OF ORIGIN

THE CUSTOMS CO-OPERATION COUNCIL,
DESIRING to facilitate the accomplishment of formalities in international trade by the introduction of Customs forms capable of being included in an aligned series of documents,
HAVING regard to the work of simplification and standardization of external trade documents carried out within the Economic Commission for Europe (ECE),
TAKING ACCOUNT of the Recommendation of the Council dated 1st June1965 concerning the adoption of a layout
key for the Goods declaration (outwards) based on the ECE layout key,
CONSIDERING that the ECE layout key can also be used as a basis for a standard form of certificate of origin,
RECOMMENDS that, when revising present forms or preparing new forms of certificates of origin, Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions should use as far as possible the model form in Annex I, in accordance with the Notes in Annex II, and having regard to the rules set out in Annex III,
REQUESTS Members of the Council and members of the United Nations Organization or its specialized agencies, and Customs or Economic Unions which accept this Recommendation to notify the Secretary General of the Council of the date from which they will apply the Recommendation and of the conditions of its application. The Secretary General will transmit this information to the Customs administrations of all Members of the Council. He will also transmit it to the Customs administrations of the members of the United Nations Organization or its specialized agencies and to Customs or Economic Unions which have accepted this Recommendation.
