Transport ministers gathered in Leipzig, Germany from 27-29 May 2009 to discuss global transport issues under the theme “Transport for a Global Economy - Challenges and Opportunities in the Downturn”.
The OECD-affiliated International Transport Forum invited WCO Secretary General Kunio Mikuriya to speak about "Supply Chains and Gateways in Volatile Markets" on a ministerial panel which took place on 28 May. Mr. Mikuriya opened the session by identifying the lack of access to quality information in a timely manner as the biggest single cause of disruptions at the borders. He maintained that access to commercial data supports information technology and is vital but insufficient access made it difficult for Customs to assess the risk of each consignment and process cargo in an expeditious way. In the course of the panel discussion he elaborated on Customs’ efforts to enhance risk management through the WCO SAFE Framework of Standards to secure and facilitate global trade, and underlined the importance of cooperation with the transport sector.
On the previous day he was invited to speak at the Forum’s Road Transport Workshop to explain that "Facilitation Needs Security" by emphasizing the need to strengthen partnerships with the IRU and other businesses.
