A New Head for the MENA ROCB

The Regional Office for Capacity Building for the North of Africa, Near and Middle East (MENA) Region (ROCB MENA) was established in 2007 in the United Arab Emirates (UAE). First hosted by Dubai Customs, it was at the end of 2009 re-located to Abu Dhabi - due to an internal decision of the Federal Customs Authority (FCA) of the United Arab Emirates (UAE) to further develop the Office. The WCO-FCA-Abu Dhabi Customs Memorandum of Understanding on the establishment of the Office was signed in Abu Dhabi on 21 January 2010.

 
The Office had been assigned new staff and started working for the benefit of the 17 Members from the MENA region.With a view to further developing and improving the performance of the Office and the Capacity Building Co-operation in the MENA region, in November 2010 a new Director of the ROCB was appointed by the host administration’s management. Mr. Salem Saeed Al Rumaithi had worked for the Abu Dhabi Department of Finance (DOF) for more than 12 years before heading the Regional Office for Capacity Building.

He had joined the IT Division of the DOF in 1998, holding different positions and managing a number of important IT projects and programmes for the Department, including the DOF i-Procurement, HR Payroll, Housing and Customs Systems development. Among his major achievements were the DOF IT ISO certifications in information security (ISO 27001) and ITIL (ISO 20000).

His vast experience in related project management will certainly help Mr. Al Rumaithi in his new position as Head of the ROCB.

Born in Abu Dhabi, UAE in 1971, Mr. Al Rumaithi is married and holds a High Diploma in Computer Engineering (Higher College of Technology, 1995).
