The WCO Regional Customs Laboratories Programme is a new initiative launched in 2013 by the WCO, under the sponsorship of Japan Customs. It provides an opportunity for selected candidates from the WCO members to obtain and update their knowledge and skills in chemical analysis for HS classification purposes and to improve their knowledge about the Harmonized System.
The objectives of the Regional Customs Laboratories Programme are : to improve the knowledge and skills of the participants at the WCO and the Central Customs Laboratory (CCL) of Japan Customs, especially through exposure to the new technologies and techniques, as well as the use of sophisticated equipment; to enhance the efficiency of the management of a Customs Laboratory; to enhance tariff classification abilities, particularly in the field of agricultural and chemical products; to improve general understanding of WCO and the International Convention on the Harmonized System (HS); and to understand how the HS and its instruments and tools operate at international and national level.
Candidates for the Regional Customs Laboratories Programme must be Customs officials who are (i) working at a Customs Laboratory as an analyst or (ii) would be a candidate to work at a Customs Laboratory in the near future.
