A WCO mission visited the Seychelles Revenue Commission (SRC) at the request of Mrs. Morel, the SRC Commissioner from 19-23 May 2014. The purpose of the mission was to assist SRC to develop an Integrity Framework that would help SRC with its on-going reform process following the recommendations of the WCO and the IMF.

The WCO mission composed of two WCO officials and funded by CCF Japan met with the Commissioner, the Ethics Advisory Committee and Customs agent representatives. A visit of the port was also organized to discuss with operational staff. The mission comprised a one-day workshop for senior SRC staff where the WCO presented its approach to integrity, and integrity/anti-corruption concepts were discussed openly along with a series of issues related to the fight against corruption.

This approach, endorsed by the WCO Integrity Sub-Committee (ISC) in 2013, is meant to enhance the capacity of Customs senior management to find individual solutions to fight corruption. The presentations conducted by the WCO, and the discussions that followed, aimed to help senior managers develop a political vision corresponding to the local professional culture. The WCO mission developed a concise draft Integrity Framework that contains defined proposals to respond to issues identified during the mission.
