The Regional Office for Capacity Building for the Americas and Caribbean region (ROCB AMS), in cooperation with Argentina Customs, organized a regional workshop on Risk Management in Argentina, Buenos Aires from 19 to 28 May 2014 under the sponsorship of the Japan International Cooperation Agency and the Argentina South - South Cooperation Fund, Ministry of Foreign Affairs.
A total of 25 participants took part in the workshop. The workshop was led and facilitated by Peru and Argentina as the regional co-coordinators of the regional Risk Management strategy.
Participants during the five-day workshop developed an action plan for the regional Risk Management strategy that had been approved at the Regional Conference of Customs Director Generals in Peru last April. They also started preparations of a targeted control operation applying Risk Management techniques.
In addition, the IMF CAPTAC also participated in the workshop and contributed significantly to the discussions on the action plan from a donor’s perspective. The WCO Secretariat took the opportunity to provide inputs in the development of the action plan and shared information on and from their tools and instruments related to risk assessment e.g. on passengers such as the Advance Passenger Information (API) Guidelines, the Passenger Name Record (PNR) reporting standards or the manual of passenger risk indicators. Japan Customs equally shared their experiences in this area by giving a very comprehensive presentation.
Participants regarded the workshop as very timely and an opportunity to further enhance the collaboration between Customs administrations. Towards the end of the workshop, the Director General of Argentina Customs, Mr. Carlos Sanchez, addressed the participants and emphasized not only the importance of sharing experiences but also of strengthening the regional cooperation and the network amongst the administrations in this particular area.
The WCO, the ROCB AMS, participating Members and development partners agreed to continue working together in this regard.
