In the framework of the West African Customs Administrations Modernization (WACAM) project, funded by the government of Sweden, a support mission in the field of Strategic Planning was carried out by the WCO from 19 to 28 May 2015 in Accra, Ghana.
The mission was aimed at reviewing the latest version of the Ghana Revenue Authority (GRA) Customs 2015- 2017 strategic plan, which was developed with the support of the IMF and other development partners. The mission assessed compliance of that plan with WCO instruments and addressed the critical Customs Reform and Modernization issues that will help GRA to meet the expectations of a modern Customs Administration of the 21st century. It also focused on supporting the Customs division as it prepares to take on new responsibilities in the near future. Other issues that were considered include the new Monitoring & Evaluation unit and the development of in-house project management competencies that will support GRA’s capacity to manage reform.
