Mr. Christian Bock, the Director General of Swiss Customs, who has professional experience in metrology, visited the Headquarters of the WCO in Brussels on Tuesday 20th December 2016, where he introduced representatives of the ‘Bureau International des Poids et Mesures’ (BIPM), also known as the International Bureau of Weights and Measures, to the WCO Secretary General, Dr. Kunio Mikuriya.

The Harmonized System (HS) 2017 Edition enters into force on 1 January 2017. However, work on the next set of amendments, which is scheduled for implementation in 2022 (HS 2022), has already commenced and from 12 to 16 December 2016, the HS Review Sub-Committee met at WCO Headquarters in Brussels and considered a wide range of amendments to the HS submitted by HS Contracting Parties and international organizations.

The WCO, in cooperation with the General Directorate of Gabon Customs, conducted a regional workshop on the Authorized Economic Operator (AEO) programmes in Libreville (Gabon) from 5 to 8 December 2016. 24 high and middle ranking officials from 23 Member administrations of West and Central Africa Region participated in the workshop that benefitted from financial support of the CCF Korea. Two Regional organizations were also present: the Economic Community of West African States (ECOWAS) and the Communauté Économique et Monétaire des Etats de l'Afrique Centrale (CEMAC).

Under the auspices of the WCO-INAMA Project (funded by Sweden, US Department of State, GiZ and CITES Secretariat), a training on Advanced Intelligence was held from 21st to 25th November 2016 in Ouagadougou (Burkina Faso). This mission is the continuation of the training on Basic Intelligence which took place in Cameroon in 2015. The aim was to help Targeted Customs officials improve their capacity to collect, process and disseminate intelligence on CITES.

The WTO Advanced Course for Chairs of National Committees on Trade Facilitation (NCTFs), held from 28 November to 9 December 2016 at the World Trade Organization (WTO) in Geneva, Switzerland, was hosted for the first time over a period of two weeks and included two WCO modules, namely, Stakeholder Engagement and Resource Mobilization. It was attended by 30 WTO Member Countries, with representatives from, inter alia, Customs administrations, other international organizations and the private sector also attending the event.

Under the auspices of the WCO INAMA Project (funded by Sweden, US Department of State, GiZ and CITES Secretariat), a training on CITES Investigation was held from 7th to 11th November 2016 in Lomé (Togo). The aim of this training was to help targeted Customs administrations improve awareness, knowledge and competencies on enforcement of CITES (in particular in conducting investigations).

WCO Secretary General, Dr. Kunio Mikuriya received Mr. John Fonseca, Vice-Minister of Foreign Trade of Costa Rica at the WCO’s Headquarters, on Friday 9 December 2016, following a request for WCO assistance for the project of Digital Platform in SIECA countries (Central American Economic Integration System, which regroups Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama). The meeting was also attended by the Ambassador of Costa Rica, H.E Istvan Alfaro Solano, the Deputy Secretary General, Mr. Sergio Mujica and other experts.

The WCO Policy Commission, held in Moscow, Russian Federation, from 5 to 7 December 2016 under the chairmanship of Mr. R. Davydov, brought to the fore the key role of Customs in creating a sustainable and efficient e-commerce ecosystem, revving-up the exchange of data between stakeholders and enhancing risk-management through electronic interface. The other main topics discussed during the Commission pertained to trade facilitation, security, the enhancement of the Customs/Tax cooperation and the modernization of Customs administrations.

Upon request of Palestinian Customs, a WCO support mission was conducted from 20 to 24 November 2016 in the premises of the Regional Training Center Amman, Jordan to help the Administration draft its Strategic Plan taking due account of the WCO most essential instruments, as well as modern strategic planning methods. The Workshop was conducted with the support of the Government of the United Kingdom through Her Majesty’s Revenue and Customs (HMRC).
