The 31th Session of the Scientific Sub-Committee (SSC) was held from 12 to 15 January 2016 and was attended by Customs laboratory staff from 37 WCO Member countries and the European Union (EU). The Organization for the Prohibition of Chemical Weapons (OPCW) and the World Health Organization (WHO) also participated in the meeting. The Sub-Committee examined the Harmonized System (HS) classification of around 200 new pharmaceutical substances with a generic name, so-called INNs (International Nonproprietary Names), scrutinized the possible amendments to the Nomenclature in respect of dual use items, substances controlled by the Chemical Weapons Convention and ozone-depleting substances controlled by the Montreal Protocol, and provided replies to several questions in technical areas, such as chemistry, biology and biochemistry, raised by the HS Committee and the HS Review Sub-Committee.

The Directorate General of Customs, Royal Oman Police is in the process of releasing a new Customs import and export reporting and management system called Bayan. In Arabic Bayan means “a true or transparent statement” or declaration, which is fitting for a Customs system. The Bayan logo represents the name in English and Arabic, printed in Oman’s national colours, surrounded by blue arrows and a brown bar which represent Air, Sea and Land.

Dubai Customs has become the first Customs Administration of the Gulf Cooperation Council (GCC) to introduce an online refund facility. The new system, known as the ‘Smart Claim and Refund System’, provides a centralized platform to streamline and simplify Customs refunds and claim procedures. It identifies revenue leakage in the refunds processed by Dubai Customs, and contains People, Process and Technology (PPT) solutions to support the same.

Complementary amendments to the HS Nomenclature 2017 Edition have been accepted as a result of the Council Recommendation of 11 June 2015. These further amendments enter into force on 1 January 2018. The HS Contracting Parties are, however, encouraged to apply these amendments from 1 January 2017.
