As part of its continuous support to the customs administrations of the West and Central Africa (WCA) region in their effort to modernize HRM and following the request of the Benin General Directorate of Customs and Excise, the WCO - WACAM project conducted a support mission in Cotonou from 30 May to 03 June 2016 for the design and implementation of a competency based HRM system.
The main objective of this first mission was two- fold. The first objective is to build the capacities of the HR modernization team in designing the competency based approach and consequently in being aware of the boundaries and challenges of this approach. This included the sensitization of the new General Directorate and the steering committee about the importance of their role in the process and to win their support for the effort’s success.
Secondly, in order to constitute a regional pool of HR experts for the WCA region and to mutualize the experience, two regional experts from the Gabon Customs Administration were present during the workshop. These two experts have benefitted from the workshop by gaining experience about the facilitation of a support mission.
This mission resulted in the finalization and validation of the jobs directory, a list of competencies and 40 job descriptions. A work plan has been developed in the presence of the Director General, which marks the 31st August 2016 as the deadline for the finalization and validation of all competency based tools.
