Liberia continues its work to implement a competency-based approach to HRM

Under the auspices of the WCO’s WACAM Project, funded by Sweden, a capacity building mission was held from 19 to 21 February 2018 at the headquarters of the Liberia Revenue Authority in Monrovia. This involved the WCO providing the Revenue Authority with tailored expertise to enable it to continue the process of modernizing its human resource management (HRM).

With the support of the WACAM Project, the Liberia Revenue Authority has already been successful in developing all the tools needed for a competency-based approach (benchmarks for jobs, competency framework, competency dictionary and job descriptions for all posts) and has carried out a competency assessment on a pilot site.

In the course of this mission, the Liberia Revenue Authority drew up the first draft of its human resource (HR) strategy for the coming years and was also able to review its training strategy. These strategic documents, in conjunction with all the competency-based approach tools, should enable the Liberia Revenue Authority to maximize the performance of its staff and thus contribute to achieving the organization’s goals.
