Regional Workshop on Customs Valuation and Valuation Fraud in Amman, JORDAN

With the support of the Chinese Customs Cooperation Fund and Jordan Customs, the WCO Secretariat organized a Workshop on Customs valuation and valuation fraud for the benefit of Members of the WCO North Africa, Near and Middle East region.  The Workshop was held from 25th February to 1st March 2018 at the WCO Regional Training Centre in Amman, Jordan.

Twenty Customs officials from fourteen Customs administrations attended the Workshop.  During the five days, the participants were familiarized with the key principles of the WTO Customs Valuation Agreement (the Agreement), the tools of the Revenue Package and the methods used to address Customs valuation fraud.

The programme included the application of Decision 6.1 of the WTO Committee on Customs Valuation, illustrated in a case study, in cases where Customs have doubts about the truth or accuracy of the value declared.  In the context of managing valuation risk, various criteria were discussed including the use of a valuation database as risk assessment tool and mirror analysis (a comparison of export and import aggregate data).

The Workshop was concluded with the examination of Customs valuation issues raised by the participants.
