The State Customs Service of Ukraine (SCSU) has identified the modernization of its Human Resource Management system as a strategic priority to be undertaken in partnership with the WCO. The SCSU specifically aims to benefit from WCO advisory support to design and implement a competency-based HRM system.
To this end and under its flagship Executive and Professional Competency Based HRM Programme (EPCB-HRMP), the WCO delivered a virtual workshop on competency-based HRM from the 9 to 12 June 2020. A total of 14 participants (10 women and 4 men) from the HRM Department and Customs in Kyiv, Odesa and Volyn Customs, as well as the Department for Specialized Training and Canine Services of the SCSU (the WCO Regional Training Centre, Ukraine) took part in this workshop.
This e-workshop aimed at equipping and empowering SCSU’s HRM department and HRM modernization working group with the competencies and tools to (i) strategically manage human resources and (ii) promote the use of competency-based HRM within the administration. In order to ensure a high-level of engagement from the participants, the workshop effectively leveraged on the features provided by the WCO web-conferencing software, including on-line whiteboard for real-time collaboration, breakout rooms for group work, polls and testing.
At the end of the workshop, participants committed to (i) developing a realistic and measurable HRM modernization work plan and (ii) designing competency-based HRM tools. On its side and keeping business continuity in mind, the WCO will pursue the remote delivery of its capacity-building services to SCSU, especially with regards to the finalization of the competency based tools.
