Côte d’Ivoire Customs toward establishing a modern HRM system

17 December 2021

Côte d’Ivoire Customs recognize the key role of Human Capital in the Customs organizational performance and is committed to designing and implementing a modern and competency based HRM system as promoted by the WCO’s Framework of Principles for Customs Professionalism. In this regard, under the WCO flagship Executive and Professional Competency-Based HRM Programme (EPCB_HRMP), the WCO conducted successfully from 11 to 17 December 2021 a virtual advisory mission to support the cross-cutting HRM modernization project team in designing the competency-based HRM tools.

The main objective of this mission was to consolidate the efforts and progress made so far by the HRM working group, including strengthening their capacities in competency based HRM principles and raising the Steering Committee’s awareness of the importance of the HRM modernization process and the importance of its commitment to its success.

During this mission, the HRM working group worked jointly with the WCO experts to design the requisite HRM competency-based tools. This mission resulted in the finalization and validation of a job catalogue, a competency framework, definitions of some competencies and some competency-based job descriptions.

With the demonstrated commitment of the Customs top Management and HRM Modernization working group, the WCO is looking forward to continuing its partnership with the Cote d’Ivoire Customs to become a regional champion in the sub-region in the area of Human Resource Management.
