From 5 to 8 July 2021, the SECO-WCO Global Trade Facilitation Programme (GTFP) provided assistance to the State Customs Committee (SCC) of the Republic of Uzbekistan on Time Release Study (TRS). Conducted under the auspices of the WCO Mercator Programme, this mission addressed the area of opportunity previously identified by the Mercator diagnostic mission, particularly regarding the TFA Article 7.6.
The programme was specifically designed for the SCC officers in partnership with WCO experts and aimed to provide a thorough understanding of the WCO TRS guide, and guidance on accurately defining their import/export business processes, while also presenting the TRS methodology and benefits. The participants also had an opportunity to practice on the TRS software.
Having gained the necessary capabilities, the SCC is expected to establish a TRS working group, design the survey and scope of the TRS to measure clearance time at various steps of the current business process, with a view to identify bottlenecks and improve the time required for clearance. The GTFP will continue to follow up on the progress and provide the necessary support to SCC for achieving its goal in this area.
