Recognizing the strategic importance of human capital in the process of improving operational efficiency, revenue collection, and stakeholder engagement, the Lesotho Revenue Authority (LRA) is set, and ready to modernize its human resource management system. To achieve this milestone, WCO through the HRMC-WCO-UNCTAD Programme, successfully delivered a five-day workshop on competency-based HRM under its flagship programme Executive and Professional Competency-Based HRM Programme (EPCB-HRMP) to the Human Capital Management (HCM) staff and representatives from various divisions. The workshop was delivered from April 04 -08, 2022 by an HRMD accredited expert from Liberia in order to encourage south- south collaboration.
The event was organized to further enhance the skills of the Modernization Working Group following a virtual capacity-building support missions delivered during 2020. The training focused on providing the HCM staff and the Working Group (thirty-four participants) with the required competencies to play the role of a strategic partner and credible activist within the LRA and to develop and implement the competency-based HRM tools. The training covered topics that included: Human resources at the service of customs performance, principles of strategic HRM, the roles of the HRD, competency-based HRM principles, HR project management, and HR leadership.
During the sessions, members of the team led by the Head of Human Capital Management (HHCM), Mr. Khopotso Liphoto participated actively and exhibited a high level of commitment to developing and implementing the competency-based HRM tools. The team developed an action plan to guide the development, implementation, and validation of the tools.
The HCM department and members of the Executive Management Team pledged their commitment to continuously provide the necessary means needed to help the project succeed. Meanwhile, WCO has committed to providing continuous capacity development support to help the LRA implement a transparent and competency-based HRM system and achieve the LRA modernization goals.
