The 3rd (2020-2021) and 4th (2021-2022) Editions of the Advanced Course on Tax and Customs Administration Management were successfully carried out from 17 to 28 October 2022 in Antigua, Guatemala. This course is a joint initiative between the International Monetary Fund (IMF), through its Technical Assistance Center for Central America, Panama and the Dominican Republic (CAPTAC-DR), the Institute of Fiscal Studies of Spain (IEF), with the collaboration of the National Distance Education University (UNED) and the support of the WCO within the framework of the SECO-WCO Global Trade Facilitation Programme (GTFP).
Each edition consisted of a comprehensive 14-week programme divided into two phases, online and presential, designed with the purpose of covering long-expressed needs for Tax and Customs Administration managers in the region to strengthen strategic skills and tools.
After a long wait due to the pandemic, face-to-face activities were delivered, and over 40 Tax and Customs senior officials from 10 members of Central and South America had the opportunity to enhance their capacities to successfully lead their Administrations in the current challenging and dynamic environment. High-level managers from the Customs Administrations of Bolivia, Colombia and Peru, beneficiary countries of SECO-WCO GTFP, took part in the course.
A 5th Edition is upcoming in late November, aimed at developing modern management skills for the Customs or/and Tax Administrations leadership and enhancing understanding of their roles as crucial for the development of their Administrations and focusing on improving voluntary compliance.
