The RKC/MC completes its review of the Specific Annexes as part of the Comprehensive review of the RKC

The 30th Meeting of the Revised Kyoto Convention Management Committee (RKC/MC) was held from 26 to 30 September 2022. Over 130 Participants representing about 80 Contracting Parties to the Revised Kyoto Convention (RKC) and about 10 Observers from international organizations, academia, and stakeholders joined the hybrid meeting that was held virtually and in-person at WCO headquarters in Brussels, Belgium.

In his opening remarks, Mr. Pranab Kumar Das, Director, Compliance and Facilitation, thanked delegates for their hard work and cooperation. He further urged them to maintain the momentum as to complete the round of discussions on the Potential Draft Texts (PDTs) of concepts related to the Specific Annexes, under Step 4 of the Four-step Framework, at this meeting.

One of the main objectives of this meeting was to further discuss PDTs relating to the Specific Annexes that were deferred by the 29th RKC/MC meeting as well as pending PDTs mainly concerning the Rules of Origin concept. The RKC/MC was able to discuss PDTs concerning concepts on processing of goods, postal traffic, relief consignments, express/expedited shipments, travellers, rules of origin and free zones.  

As decided at the 29th RKC/MC, the 30th RKC/MC meeting continued the discussion on the finalization of the possible way forward and potential update of the current Work Plan of the comprehensive review of the RKC (“Step 4” of the four-step framework). The RKC/MC decided to extend the review timelines from the current Work Plan which ends in March 2023 until December 2023, during which the review of the RKC Guidelines is planned to be finalized and the already discussed potential draft texts of both of the General Annex and Specific Annexes will be further developed by proponents and interested parties.
