The WCO Working Group on Performance Measurement (WGPM) successfully concluded it 6th meeting with the important deliverables as a result of joint and collective actions of the working Group members.
Mr. Ricardo Treviño Chapa, Deputy Secretary General of the WCO, welcomed the delegates to the Meeting and commended them for the outstanding work carried out to date and drew the attention of the delegates to the remaining milestones to be achieved for the release of the first version of the WCO Performance Measurement Mechanism (PMM). He highlighted the evolutionary and inclusive nature of the PMM implying a step-by-step approach in developing a comprehensive measurement mechanism and benefiting from its collective construction and participation.
The Meeting’s success was demonstrated by the high number of participants and the lively discussions, confirming Members’ keen interest in actively contributing to the establishment of the WCO PMM, which is already generating benefits for Customs administrations.
Key milestones were reached on several aspects, such as the KPIs to be included in first version of the PMM, with flexibility arrangements making the PMM applicable in different national contexts; the decision to move gradually towards the development of further KPIs during the intersession period; agreement to advance with the implementation of the PMM data collection platform. The Working Group Members provided further guidance for the finalization of the PMM Guidance for the Voluntary Self-assessment and Peer Review Phases and the WCO Handbook on Performance Measurement, further acknowledging the need to ensure maintenance of the WCO Performance Measurement Mechanism (PMM) with appropriate governance solutions.
