PCA Diagnostic Mission conducted in Mongolia

In response to an official request from the Mongolian Customs General Administration (MCGA) in March 2022, the World Customs Organization (WCO) agreed to conduct capacity-building support for the MCGA. Prior to the capacity-building activities, the WCO conducted a five-day diagnostic mission on Post Clearance Audit (PCA) in Ulaanbaatar (Mongolia) from 22 to 26 August 2022.

This diagnostic mission was aimed at identifying specific room for improvement in the implementation by the MCGA of effective and efficient PCA in accordance with WCO standards and with Article 7.5 of the WTO Agreement on Trade Facilitation (TFA).  The overall objective of the mission was to develop a tailor-made plan for future PCA capacity-building support in MCGA.  The mission was delivered with the financial support of the Customs Cooperation Fund of Japan (CCF/Japan).  

The mission was conducted by a team consisting of a PCA lead official from the WCO Secretariat, a PCA expert from Japan Customs, and a WCO-accredited PCA expert from German Customs.  The team held a series of meetings with the MCGA’s PCA staff, risk management staff, and legal department staff, to exchange views and identify current PCA operations as well as infrastructure issues surrounding PCA.  The mission resulted in several recommendations on how to assist the MCGA to enhance its PCA function, together with some suggestions about related activities.  The recommendations were presented to the Deputy Director General of the MCGA.

The outcomes of this diagnostic mission will be used to draft a diagnostic report covering future actions to support the MCGA in developing an effective and efficient PCA function, which is considered a critical milestone in delivering results-oriented support. The WCO team would like to express its sincere appreciation to the MCGA’s management and staff for their constant support throughout the mission and looks forward to continuing its collaboration with the MCGA to support further capacity-building and technical assistance.
