Performance Measurement to ensure Good Governance and Integrity in Jamaica Customs Agency

From 09 to 13 January 2023, the WCO delivered a workshop on performance measurement functions to Jamaica Customs Agency (JCA) under the WCO Anti-Corruption & Integrity Promotion (A-CIP) Programme.

JCA's CEO/Commissioner Velma Ricketts Walker and the Canadian High Commissioner to Jamaica, Emina Tudakovic, opened the Workshop. The JCA CEO/Commissioner underlined the importance of performance measurement to direct an evidence-based decision-making process and better assess outcomes and impact on the trade environment and society. The Canadian High Commissioner to Jamaica stressed the role of integrity in Customs operations to be facilitated through transparent and result-oriented assessment mechanisms.

Through the establishment of an evidence-based performance measurement system, in line with the WCO Performance Measurement Mechanism (PMM), JCA officials were invited to reflect on the methodology to develop the indicators for measuring the effectiveness and efficiency of Customs operations and ensure good governance and integrity. The highly participative discussions tied the lessons learned to specific expected outcomes and indicators to be implemented by the JCA at corporate and operational levels, reflective of the Agency’s commitment to further develop the maturity of the national performance measurement system.

JCA's CEO/Commissioner welcomed the outcomes of the Workshop discussions and stressed the importance of ensuring the follow-up and the implementation of the initiated activities, which are sustained through partnership with the WCO A-CIP Programme while turning challenges into opportunities.
