The SECO-WCO GTFP supports a PCA Study Visit for the State Customs Committee of Uzbekistan

26 September 2023

From 10 to 14 September 2023, within the framework of the SECO-WCO Global Trade Facilitation Programme (GTFP), the Maldives Customs Service (MCS) hosted a delegation from the State Customs Committee (SCC) of the Republic of Uzbekistan for a study visit in the area of Post Clearance Audit (PCA).

During the study visit, the MCS PCA team and the SCC delegation exchanged experiences on the specific areas of opportunity identified by the WCO experts during the previous monitoring mission, including the selection of traders for Customs audit based on risk criteria, notification of audit, trader compliance and third-party audit. Through role-play sessions, the MCS auditors showcased how an on-site audit is carried out practically in the field, allowing the SCC delegation to observe and understand documentary requirements, record-keeping requisitions, cooperation with the traders and trader-focused audit.

This valuable experience also allowed the SCC to share with the MCS team their progress, including the automation efforts to issue an advance notification to the auditees electronically through the system, thus complying with the general principles of the RKC and implementing the WCO recommendations provided during the previous mission.

The WCO and the Swiss State Secretariat for Economic Affairs (SECO) extend heartfelt appreciation to the Maldives Customs Service for their unwavering support and collaboration in making this knowledge-sharing endeavour a resounding success.
