From 4 November to 2 December 2024, officials from the Liberia Revenue Authority embarked on a “Building a Culture of Integrity Learning Event”. This new e-learning event, developed by the WCO A-CIP Programme with the assistance of the LRA and the WCO e-Learning Team, is built on previous successful e-learning events organized by the WCO A-CIP Programme on the topics of Integrity and Internal Affairs. The LRA ‘’Building a Culture of Integrity’’ Learning Event was a four-week tutored initiative to explore the LRA organizational culture from an integrity perspective. As with previous e-learning events organized by the WCO A-CIP Programme, the discussion forum features of the WCO’s CLiKC! Platform were used for sharing collective views, perspectives, ideas and experiences.
Topics of the event included the Importance of an enabling culture in an organization; the LRA organizational culture in relation to the ten key factors of the WCO Revised Arusha Declaration; Change management as a core Customs function; Changing the organizational culture: One small step at a time; the Customs Integrity Perception Survey (CIPS) as a change management tool; CIPS I and II Results as a vehicle for change; Taking action for change; How a positive organizational culture may look like; and Collective action in action. The event took advantage of the WCO’s integrity-related e-learning content, developed through the WCO A-CIP Programme, and incorporated the “Introduction to Change Management” course, developed with the support of the SECO-WCO Global Trade Facilitation Programme (GTFP).
Fifteen participants completed all assignments, making substantive contributions and sharing ideas through 303 posts over the 12 activities. Participants’ feedback was sought to assist in enhancing the quality of the e-learning products and identify ways to improve the event design for the potential future benefit of other WCO Members.
The WCO A-CIP Programme, funded by Norway, is a comprehensive initiative that provides technical assistance and capacity-building support to WCO Member administrations implementing integrity-related initiatives in line with the WCO Revised Arusha Declaration.
