Risk Analysis: a valuable tool for the Tanzania Revenue Authority in the Fight Against Corruption

In response to increased risks encountered in the globalized business environment, from November 25 to 29, a workshop on risk management was carried out virtually with the Tanzania Revenue Authority (TRA) organized under the WCO Anti-Corruption and Integrity Promotion (A-CIP) Programme, with a specific focus on the risks posed by corruption in Customs administration and operations.

Led by WCO experts in the field of integrity and risk management, the workshop offered an integrated approach to operational and corruption risks.  Participants gained an understanding of the various forms of risk and the need to formulate strategies to address the different types of risk involving different actors in the supply chain.  Insider threats, for example, have the advantage of knowing the system and can exploit loopholes in the structure and corrupt its integrity.

During the workshop, some of the WCO key tools were applied towards this threat, such as the Integrity Development Guide, the Guide to Corruption Risk Mapping and its Supplement, as well as guides for creating Standard Operating Procedures developed through joint work between the WCO A-CIP Programme and the WCO Accelerate Trade Facilitation Project. The tools were incorporated into practical sessions designed to adapt to the context of Tanzania, promoting their direct application in the local operational environment.  A blended approach for the workshop included utilizing dedicated spaces within the WCO CLiKC! Platform, which helped ensure shared knowledge, resources and tools become accessible to participants and the TRA. The aim was to ensure sustainability over time, supporting sustained learning and impact on integrity efforts and risk management.
