Assessing Customs Performance: Insights from the 2nd Meeting of the WCO Performance Measurement Mechanism Project Team

The 2nd meeting of the WCO Performance Measurement Mechanism Project Team (PMMPT) was a significant milestone demonstrating the outcomes of the 1st cycle of the  WCO Performance Measurement Mechanism. Held from November 25 to 26, 2024, this gathering showcased a remarkable assembly of participants, highlighting the importance of the achieved outcomes and underscoring a shared commitment to actively contribute to further improvement and application of the WCO Performance Measurement Mechanism (PMM) through the deployment of an innovative, fully digitized PMM Platform.

The Deputy Secretary General of the WCO, Ricardo Treviño Chapa, set an inspiring tone by welcoming delegates and acknowledging their outstanding contributions to ensuring the production of the Report, which is a comprehensive analysis of the specific standards/trends of Customs competencies across the WCO Membership, the application level of the main WCO instruments and tools, the Customs’ contribution to achieving the UN Sustainable Development Goals (SDGs) and trends concerning capacity-building needs. Ricardo Treviño Chapa stressed the imperative need for a forward-looking approach,  highlighting the role of the PMM as a global assessment of Customs performance coordinated and maintained by the WCO, demonstrating a positive view of Customs work, thus positioning Customs as a model of transparency and good governance.

The 2nd PMMPT meeting unfolded with robust discussions, mainly focusing on the outcomes of the self-assessment phase of the 1st cycle of the PMM. The PMMPT reviewed and directed technical changes to the Report on the Self-assessment Phase of the First Cycle of the PMM to be accessible to the stakeholders and the wider public.  Delegates shared national practices on performance measurement and highlighted applications of PMM deliverables at the national level. The delegates delved into the maintenance procedure and explored ways for further updates of the PMM.  The activities accomplished under the PMM Communication and Engagement Plan further underscored the commitment to the effective implementation and inclusivity of the PMM. The delegates reiterated the role of the PMM as a data-driven and evidence-based enabler for policy making and the evidenced-based source for prioritizing specific capacity-building needs. The PMM has been observed from a higher strategic point of view, exploring its use in the new WCO Strategic Plan.

Mr. Sean BORG from the Canada Border Service Agency and Mr. Shinji ODA from Japan Customs were re-elected as Chairperson and Vice-Chairperson for the PMMPT, respectively.
