The second phase of the SECO-WCO Global Trade Facilitation Programme (GTFP) in Peru was officially launched on 28 March 2025. The activities of the second phase focus on strengthening the existing national valuation database (SIVEP) as a risk assessment tool aiming to provide a uniform and neutral system for the Customs valuation of goods that eliminates the use of arbitrary or fictitious Customs values while addressing under-invoicing.
The official launch, during which the country work plan and specific objectives were presented, was attended by all relevant stakeholders, including the Ambassadors of Switzerland to the Republic of Peru, the Ambassador of Switzerland to the Republic of Brazil and high-level officials from SECO and the Superintendency of Customs and Tax Administration (SUNAT)
The inaugural activity of the second phase of GTFP in Peru was a Technical Assistance mission on Enhancing Customs Valuation Database that took place between 31 March and 4 April. The objective of the workshop was to strengthen the capacities of 20 SUNAT officials in the area of valuation and the improvement of the valuation database.
During the workshop, the participants identified opportunities for improvement, particularly in the verification of Customs value during pre-arrival and import controls at the border. As a result, 14 targeted recommendations were issued, forming the basis for the development of a comprehensive Customs valuation improvement plan. Finally, the next steps for enhancing the valuation database were outlined and incorporated into the overall action plan.
