SECO-WCO GTFP Phase II Workshop on Strategic Planning and Performance Measurement held in Moldova

As the second phase of the  SECO-WCO Global Trade Facilitation Programme (GTFP)  progresses steadily in the country, the second work plan activity took place in Moldova between February 10 and 14. The workshop focused on strategic planning and performance measurement and aimed to build the capacities of the Customs Administration to optimize strategic alignment, governance and accountability.

Participants from various units within the Customs Service of Moldova (CSM) attended the workshop, including the Integrity and Supervision Directorate, the Strategic Management and Customs Cooperation Directorate, and the Customs Control and Trade Facilitation Directorate.

Through open dialogue and activities, the participants:

  • identified the key challenges in the strategic planning process,
  • enhanced their knowledge of strategic planning assessment and design tools (PESTLE, SWOT, Stakeholder Matrix, Balanced Scorecard), and
  • strengthened their understanding of the WCO Performance Measurement Mechanism (PMM) and KPIs.

By the end of the workshop, the participants drafted preliminary PESTLE and SWOT analyses, mapped stakeholders and outlined 18 strategic objectives for its Development Programme (Customs multi-year strategic plan). Finally, the WCO team provided an initial mapping of PMM KPIs, and participants drafted 16 new KPIs to enhance performance measurement across 8 objectives.

The WCO will continue supporting the strengthening of Moldova’s strategic planning and performance measurement process. A follow-up technical assistance mission is planned for early summer to assist the CSM in finalizing the drafted KPIs.
