The Mozambique Revenue Authority (MRA) recognizes the key role that human capital plays in organizational performance and, accordingly, has taken the initiative to modernize its Human Resource Management (HRM) System.
In this regard, with the financial support of the Customs Cooperation Fund of China (CCF-China), the WCO conducted a competency-based human resource management diagnostic mission in Maputo, Mozambique, from 2 to 6 June 2025. The aim of the mission was to conduct a comprehensive HRM diagnosis and propose measures to implement a modern HRM system that will help the Authority achieve its strategic objectives by addressing current and emerging HR challenges.
The diagnostic mission involved meetings and interviews with multiple department heads, as well as engagement sessions with employees from various units, to assess HR governance, the legal framework, administrative autonomy, policies, procedures, and the main HR functions. An HR workshop was also held with key stakeholders to explain the best HR practices and the WCO Competency-based HRM Model.
The main findings and recommendations on how to enhance the MRA HR Framework have been prepared and shared with the Authority. At the conclusion of the mission, the President of the MRA not only expressed his commitment to modernizing and enhancing the MRA HRM System but also instilled a sense of optimism for the future. He thanked the WCO Secretariat for its ongoing support in this matter, reinforcing the collaborative spirit of the initaitive.
